Borough Council Structure

Local government in Castle Point operates under a two tier system – Essex County Council and Castle Point Borough Council

Essex County Council
Essex County Council covers the whole of the county and provide the majority of public services in the area. ECC is responsible for: education, highways, transport planning, passenger transport, social care, libraries, waste disposal and strategic planning.

Castle Point Borough Council
CPBC provides more local services and is responsible for housing, leisure and recreation, environmental health, waste collection, planning applications and local taxation collections.

Castle Point Borough Council is made up of the following areas;

Canvey Island

Hadleigh

South Benfleet

Thundersley.

These are split into 14 wards, with each electing 3 Councillors to represent their residents, with the exception of Canvey Island West, which elects 2 Councillors to represent their residents. In 3 out of every 4 years years, one councillor is elected to represent each ward on a 4 year term. In the 4th year there are no Borough elections.

If one party obtain 21 or more councillors out of 41, they will have a majority and be said to have control of the council. If no party achieves a majority, the council is said to have No Overall Control and a power sharing agreement can be arranged between parties.

Castle Point Borough Council uses the ‘Leader & Cabinet’ system whereby a cabinet of 8 is formed under the guidance of a leader.
